Job description

Job Purpose

To provide professional services in mechanically biased building services engineering including project management to the University and provide operational support for the mechanical infrastructure and systems of all University property.

 

Contribute to the delivery of targeted, operational, and planned maintenance activities for all mechanical infrastructure, plant & equipment by proactively managing specific works and projects.

Contribute to the development and implementation of policy and procedures relevant to the safe operation & maintenance of the mechanical building services systems.

 

The post holder shall embrace digital technologies with a strong drive towards sustainability, supporting the development of smart buildings for the benefit of users, and the environment.  Assist in the planning and implementation of all mechanical maintenance projects and significant mechanical repairs, replacements and upgrades across the entire University Estate.

 

Main Duties and Responsibilities

Leadership/Management

1. Provide assistance and sound technical advice on mechanical engineering infrastructure and equipment replacement which aligns with the Estates Strategy and capital development programmes.

2. Provide technical expertise and apply judgement to make decisions in support of the delivery of a quality service standard and to ensure achievement of service requirements.

3. Contribute to the development and implementation of technical policy and procedures that impact on University wide Health & Safety business implications.

4. Assist in providing technical guidance on the direction of the mechanical and plumbing operations service delivery (forming part of MEP Operations) through formal meetings and disseminate appropriate strategic information in order to guide and influence others, both internally & externally on building services solutions.

5. Support the Senior Building Services Engineer plan, prioritise, and lead the implementation and successful delivery of the annual Planned Maintenance Programme and Lifecycle replacement. Current Value of £2.0 M.

6. Assist in providing leadership in emergency situations. Make decisions within area of expertise that given the complexity of the University estate can be of a routine or more complex nature.

7. Assist in developing and managing the building services asset register and provide technical input to building and campus asset management plans. Ensure processes are in place to update condition records and undertake periodic reviews to maintain records and inform ongoing investment decisions.

 

Technical Expertise

8. Assist with the development of Building Services procedures that are consistent with current legislation, Departmental Policy and best practice. Use initiative and judgement to make decisions, prioritise resources and actions required to deliver these procedures. Identify additional service requirements or service shortfalls and coordinate the design and delivery of innovative solutions to maximise service quality, efficiency and continuity.

9. Share knowledge and provide proven expertise, advice and guidance to colleagues on all aspects of the operation of Building Services including statutory compliance, planned maintenance and capital development.

10. Assist in providing expert and competent advice and offer solutions to high risk, and very often complex systems including; Gas infrastructure and gas consuming devices, District Heating Scheme and Secondary Heating systems, Chilled Water systems, Air Conditioning and Air Handling Unit systems, Building Management control systems and general mechanical building services equipment.

11. Support the Construction and Project Management team, provide input to development briefs and undertake critical reviews of design proposals.

12. Assist in analysing and reviewing major failure of building services throughout the estate and ensure reinstatement of services with minimal business impact, ensure all health and safety and statutory compliance standards are met. As part of a continuous improvement approach, put in place actions to prevent recurrence of major incidents or events. Carry out proactive reviews (FMEA) to identify operational risk and manage accordingly.

13. Working with Project Department colleagues to identify and agree suitable building services infrastructure supply points and capacities.

 

Compliance and Risk Management

13. Assist in determining compliance standards and ensure that building services installations are maintained and operated in compliance with such agreed standards across the University Estate. Gas supply infrastructure, gas boilers and water hygiene are a major part of this.

14. Work with the Safety and Compliance Manager and team to monitor mechanical statutory compliance activities, budgets and maintenance priorities; and ensuring that a safe environment is provided and maintained within all University Buildings as efficiently as possible.

15. Responsible for reporting on the management of risk related mechanical services issues. This includes being accountable for investigating routine and some more complex mechanical issues and for delivering solutions to both managerial and technical issues as necessary.

 

Supplier/Contractor Management

16. Work with the Framework and Contracts Manager and team along with colleagues in the Procurement Office to manage framework agreements and term maintenance contracts. Where required act as technical lead in procurement exercises.

17. Work with colleagues in Construction and Project Management and the Programme Office reviewing contractor performance and providing feedback on relevant KPI measures

 

Other

18. Support managers to develop the capability of staff including mentoring staff to ensure that current and future business requirements are met. Communicate and provide direct technical leadership and guidance to the Operations Department with specific emphasis on the MEP Team.

19. Deputise for the Senior Building Services Engineer as necessary.

20. Carry out any other duties as agreed with the Head of Technical Services.

21. Maintain close working relationships with our digital and sustainability colleagues and teams, to ensure we align our technical expertise with innovative, smart and sustainable solutions.

 

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential:

A1 Scottish Credit and Qualification Framework level 9, (Ordinary Degree, Scottish Vocational Qualification level 4), or equivalent (including professional accreditation with relevant formal training), and experience of personal development in a similar or related role(s) in a similar building services/facilities management complex environment.

A2 Evidence of Continuing Professional Development relevant to role.

A3 Detailed operational knowledge and expertise of the key construction maintenance and legislative requirement priorities in relation to a complex estate.

A4 Broad theoretical and practical knowledge of the content and application of Health and safety legislation in relation to the operation, installation and maintenance of mechanical engineering services.

 

Desirable:

B1 Good understanding of project management principles.

B2 Good knowledge of standard forms of construction contract.

B3 Knowledge of Higher Education and Public Sector Estates Management guidance.

 

Skills

Essential:

C1 Good skills in influencing and working with internal clients across the organization and outside of the organization including an ability to negotiate and motivate partners and key stakeholders.

C2 Effective interpersonal and communication skills, with ability to engage effectively with a wide range of stakeholders.

Experience

Essential:

E1 Relevant post qualification experience as a professional Building Services/Mechanical Engineer.

E2 Experience of scoping, developing and delivering maintenance projects.

E3 Demonstrable experience in managing a large mechanical network with a diverse customer and stakeholder base.

E4 Demonstrable experience of the management of contractors.

E5 Some experience of managing and controlling budgets (forecasts, programmes, etc).

 

Desirable:

F1 Experience of working within Higher Education or an alternative sector such as the NHS.

F2 Experience of implementing continuous improvement programmes which lead to ongoing business and service delivery improvement.

F3 Experience of Energy Management techniques and their practical application in buildings.

F4 Experience of working with, influencing and leading external project design teams.

 

Terms & Conditions

Salary will be Grade 7, £40,497 - £45,413 per annum.

 

This post is full time (35 hours p/w) and open-ended. Relocation assistance will be provided where appropriate.
