Job Purpose
To support the development and management of the University’s collaborative partnerships that involve students studying for a University of Glasgow academic award within Academic Policy & Governance (APG), providing expert advice and independently managing a caseload of activity and enquiries. A key function of the role is to act as business partner to those seeking to develop collaborative degree programmes, supporting them to understand the drivers behind such activity and the various internal and external influences which can contribute to success.
The role has a particular responsibility for the management of approval, monitoring and review activity and the development and negotiation of legal agreements to govern collaborative projects (with support and recourse to further legal expertise where required). This will ensure that the interests of students and the University are protected and that projects are appropriately governed in accordance with sectoral expectations and in alignment with the University’s Academic Quality Framework and associated approaches to academic standards and quality.
Main Duties & Responsibilities
Reporting to the Senior Academic Collaborations Manager:
1. Effectively support a range of specific collaborative projects (e.g. articulation, joint/double/multiple degree programmes), providing expert advice to staff and external stakeholders on relevant University policy and practice contributing to decision-making processes.
2. Independently and flexibly manage and support the development of proposals for collaborative provision, ensuring these are subject to appropriate consultation with relevant stakeholders and subsequently managing approval processes.
3. Drafting and negotiating memoranda of agreement (contracts), in line with University practice and current legal advice. In this, take account of the risks and requirements associated with collaborative provision from an academic policy and legal/regulatory perspective, and the associated financial considerations.
4. Ensure compliance with University policy and procedure in regard to review of collaborative activity and associated agreements during and at the end of their period of operation, working with Colleges and Schools on a partnership basis to support and record decision making. Subsequently, taking action to address relevant outcomes.
5. Build effective relationships with Colleges, Schools and across University Services to develop and strengthen HE programmes delivered in partnership. In particular, the wider Academic Services team, External Relations, and College professional services colleagues.
6. Provide support as required in relation to the University’s Transnational Education (TNE) partnerships/operations, with a particular focus on academic quality and in relation to legal agreements.
7. Provide support as required in relation to the University’s validation partnerships, with a particular focus on arrangements with the Glasgow School of Art.
8. Maintain oversight and improve the utility and accuracy of the University’s record of Collaborative provision, with operational support from the Academic Collaborations Coordinator.
9. Contribute to the work and development of APG and wider Academic Services division. This may include such activity as support for quality enhancement and assurance procedures and for the ceremonial calendar. Actively participate in APG team meetings and business and contribute to planning processes.
10. Undertake other duties as assigned by the Academic Policy & Governance management team.
Knowledge, Qualifications, Skills and Experience
Knowledge/Qualifications
Essential:
A1 Scottish Credit and Qualification Framework level 9, 10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification).
A2 Knowledge of academic structures, systems and processes in a multi-faculty university, including those for quality assurance and enhancement.
A3 Good knowledge of academic programme structures, HE qualifications and associated academic regulations and governance.
Desirable:
B1 Knowledge of the UK Quality Assurance Agency (QAA) and its regulatory frameworks.
B2 Knowledge of the European Commission and its policies relevant to higher education and research.
Skills
Essential:
C1 Ability to recognise and effectively analyse a wide range of internal and external factors, including complex data, which may impact on proposed projects and to develop solutions to overcome barriers and (where required) mitigate risk.
C2 A strong team player with an inclusive and purposeful team-based approach.
C3 Comfortable working with ambiguity and able to develop and clarify ideas in order to seek consensus and establish direction – creative and solution focused.
C4 Credibility and influence to work effectively with academic staff and senior decision makers, building trust through a business partnering approach.
C5 Good organisational and time management skills.
Desirable:
D1 Project Management Skills or in developing and enhancing organisational processes.
D2 Ability to deliver or support training, guidance, and knowledge-sharing for colleagues.
Experience
Essential:
E1 Experience of working with and drafting legal agreements or complex/technical documents.
E2 Strong affinity with the academic environment.
E3 Experience of supporting formal committees and producing high-quality documentation (e.g., agendas, minutes and papers).
Desirable:
F1 Experience of academic collaborations within an international context, particularly in relation to European higher education, or research.
F2 Experience in risk management and ensuring organisational compliance with relevant policies and regulations.
F3 Formal legal training or qualification.
Terms and Conditions
Salary will be Grade 7, £41,064 - £46,049 per annum.
This post is full time and open ended.
