Job Purpose

 

- Organise PPM activities to ensure compliance with legionella statutory regulations and Approved Codes of Practice (ACOP) across all areas the University estate

- Organise PPM activities to ensure compliance on natural gas installations and internal gas network.

- Coordinate contractors, consultants and stakeholders to ensure all efforts towards compliance and implement a robust performance management system to ensure effective compliance is achieved.

- Support the Building Service Engineering Manager and be responsible for advising on compliance for legionella and natural gas.

 

Main Duties and Responsibilities

 

1. Developing, implementing and coordinating work schedule and overall efforts for statutory compliance with best practice, regulatory and legislative requirements in the areas of legionella management and natural gas distribution.

2. Ensuring that maintenance procedures and working practices are reviewed and updated on a regular basis so that University has a robust legionella and natural gas compliance framework that effectively manages all risks associated with compliance activities. Ensure records, drawings and asset registers are accurate.

3. Approved person for legionella and natural gas as defined in the University legionella and natural gas policies.

4. Responsible for analysing legionella and gas risk assessments, reviewing these and producing reports on various aspects of work and maintaining records as required. This includes contributing to and/or preparing compliance risk reports for the management structure. Identifying and prioritising a small works to mitigate any risks identified from the risk assessments.

5. Keeping up to date on current trends in compliance best practice and legislation and providing necessary information and advice to staff, contractors and stakeholders on ensuring that compliance is effectively managed to current standards and taking action dependent on the nature of the failure to meet a specific standard.

6. Undertaking a programme of compliance audits, utilising both internal teams and external auditors and preparing reports to ensure all compliance with regards to legionella and natural gas performance targets are being met and recommending any actions required.

7. Providing vision and teaching on the use of L8MS Full Electronic Logbook, demonstrating its operation, identified risks and records capability.

8. Demonstrating to others within the facilities the importance on legionella and gas compliance and ensure compliance issues and resources effectively and in line with relevant policies and procedures.

9. Managing the compliance related risks within the legionella and natural gas compliance risk register.

10. Managing health and safety issues in your area of responsibility in line with the relevant section(s) of the relevant Health and Safety Policy.

11. First point of contact for Legionella and Natural Gas Compliance related issues.

 

Your duties may vary from time to time within the broad remit of your role and grade. You are required to undertake any such reasonable and appropriate duties. Specific objectives and deliverables will be agreed as part of your annual performance and development review (PDR) process.

 

Knowledge, Qualifications, Skills and Experience

 

Knowledge/Qualifications

 

Essential:

A1 Scottish Credit and Qualification Framework level 8 (Higher / Scottish Vocational Qualification level 3, Higher National Diploma) in one or more of Plumbing, Mechanical or Building Services OR the ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary knowledge and skills in a similar role.

A2 Strong knowledge of legislative requirements for Plumbing and Natural Gas installations within a complex commercial or similar environment.

A3 Understand the theory and practical operation of Towns Mains and Pumped Water Systems.

A4 Understand the theory and practical operation of Hot and Cold-Water Systems.

A5 Understand the theory and practical operation of Waste and Grey Water Systems heating and hot water systems.

A6 Certificate to Level 2 in Legionella Control for Legionella Awareness.

 

Desirable:

B1 Knowledge of natural gas installation and gas network systems.

B2 Knowledge of heating and cooling systems.

B3 Construction Skills Certification Scheme accreditation.

B4 Asbestos awareness.

B5 Knowledge of SFG20 specifications.

B6 A full current and clean UK Driving Licence.

B7 18th Edition of the Wiring Regulations Certificate.

B8 Knowledge of BeMS - Building Controls Industry Association (BCIA) training.

 

Skills

 

Essential:

C1 Ability to work safely at all times and the ability to communicate and report on Statutory Health & Safety requirements/regulations.

C2 The ability to safely isolate water and gas systems and plant. The ability to operate lock out tag out procedures on mechanical systems.

C3 Ability to operate and service water pump systems and water tanks.

C4 Strong problem-solving capabilities, interrogating complex faults within large commercial mechanical and plumbing installations.

C5 Good planning skills to allow the efficient and safe planning of all works.

C6 Customer focussed with a proactive approach to working and keeping the Zone Facilities Manager, Duty Manger and customers updated.

C7 Good initiative and judgement within remit to ensure effective service delivery.

C8 Ability to work on own initiative and/or as part of a team.

C9 Strong communication skills with ability to write technical reports and or communicate verbally with supervisor, manager, helpdesk, zonal Facilities team and building occupiers.

C10 Good level of IT competency and ability to use electronic handheld devices and MS Office.

C11 Required level of fitness to operate within a variety of different workspaces including work at height.

 

Desirable:

D1 Good record keeping skills.

 

Experience

 

Essential:

E1 Previous experience of operating and maintaining mechanical and plumbing systems in a complex estate.

E2 Previous experience of working with all types of cold-water systems, towns mains and pumped installations and the planned maintenance requirements for the prevention of legionella growth.

E3 Previous experience of working on hot water systems and plant.

E4 Previous experience of Gas Safe procedures, fault finding and interrogation of natural gas systems.

E5 Practical experience of plumbing installation work and the understanding of the standards required for a compliant installation.

E6 Previous experience of fault finding on complex mechanical and plumbing systems.

E7 Experience of contributing to short-term projects within work area or as part of a larger project team.

 

Desirable:

F1 Experience of using CAFM systems to schedule maintenance tasks, update and upload reports on planned maintenance activities.

F2 Experience of using L8MS Full Electronic Logbook to schedule maintenance tasks, update and upload reports on planned maintenance activities.

 

Terms and Conditions

 

Salary will be Grade 6, £33,951 - £37,694 per annum.

 

This post is full time (35 hours per week) and open ended (permanent).
