Job description

Job Purpose

As a key member of the Capital Projects Team the post holder will monitor and report on the quality and progress of works on site ensuring that the Project Manager is kept fully appraised of programme issues and/or quality concerns as they arise. On projects the post holder may be required to act on behalf of the University in the role of Supervisor, under the NEC3 form of construction contract and issue appropriate defect notification.

 

Main Duties and Responsibilities

1. Manage, supervise and inspect mechanical and electrical works carried out by contractors, by regular site visits to ensure that they are built in accordance to Design Drawings and Specifications, Codes of Practice and Building Regulations and that good standard of workmanship is achieved. Complete and issue an observations list for rectification by the contractor prior to completion and handover.

2. Be a health and safety champion in all that you do, fostering the University’s 4 pillars of health and safety. Work alongside Compliance team to ensure high standards of safety and compliance are always maintained across all construction sites. Engage and challenge potential health and safety issues when on sites and report on trends as appropriate.

3. Keep the Lead Adviser and University Project Managers/ Clerk of Works Manager regularly appraised of progress of works and bring to their attention design problems or other construction issues that may arise on site, so that they can be timeously dealt with.

4. Inspect mechanical and electrical works and complete observations lists for reflection by the Contractor and actively work through these observations to a satisfactory outcome before handover to the University.

5. Produce accurate periodic progress reports for all contracts in agreement with the Project Manager, including site labour, weather conditions and other relevant information relating to the project works and issue these to the Project Manager and Design Team members for information and action.

6. Ensure the quality, content and format of periodic reporting across all projects are of a high standard and escalate outstanding actions when required.

7. Attend site progress meetings and technical meetings as requested on all contracts with Design Team, Project Manager, and Contractor to discuss site progress design issues and quality standards.

9. Attend design team meetings as requested and provide technical input to design appraisal and development. Also attend post completion design team review meetings as requested and provide detailed appraisal and feedback on design and construction process and procedures.

10. Maintain and foster a constructive working relationship with Lead Advisors and Framework Contractors to ensure quality is maintained in project design and construction and aligns with university values and standards.

11. Pro-actively contribute to project handover, liaising with the end user/facilities colleagues on operational matters including waste disposal, cleaning services, access issues, and minor AV IT issues.

12. When required, carry out Project Management of minor works contracts for Schools/ Colleges. Provide Scope of works as requested by the Sponsor, liaise with the end users and issue the Scope of works to the appropriate University Framework contractor for a quotation. Seek financial approval from the College Heads and schedule works to commence. Arrange pre-start meetings with end user and appointed contractor, accept contractors’ work programme and supervise the works through to satisfactory completion.

13. Continuously seek to improve quality management processes by working with the Clerk of Works Manager, representing the team when engaging with third parties such as IoCW, BSRIA, BRE on behalf of the University to ensure processes and procedures continue to be at the leading edge and are designed to deliver optimal quality in a consistent manner in accordance with industry standards.

 

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential:

A1 Ability to demonstrate the competencies required to undertake the duties associated with this role having acquired the necessary knowledge and skills in a similar or number of different roles. Or Scottish Credit and Qualifications Framework Level 9 (Ordinary Degree Scottish Vocational Qualification Level 4) or equivalent (including professional accreditation with relevant formal training) and experience of personal development in a similar or related role.

A2 Member of the Institute of Clerks of Works and Construction Inspectorate or working towards this requirement or similar.

A3 Sound knowledge of all aspects of construction and construction site practices, particularly within a large complex-built environment.

A4 Sound knowledge of working in a conservation area.

A5 Significant sound knowledge in refurbishment works.

A6 Sound knowledge in new build construction.

A7 Demonstrable knowledge of CDM and Asbestos Regulations.

A8 An up-to-date and comprehensive knowledge of Building and Services Regulations, Health and Safety Regulations, British Standards and Codes.

 

Desirable:

B1 ECC Supervisor Accreditation to undertake the NEC4 Supervisor role.

B2 HND or NVQ4 or equivalent.

B3 An appropriate Health and Safety qualification such as IOSH Managing Safely.

B4 CIBSE, BESA or AUE membership.

B5 Knowledge of project delivery within the HE Sector.

B6 Clean driving license.

B7 Awareness of fabric construction techniques and phasing of works.

 

Skills

Essential:

C1 Proven ability to read and understand Architectural/Services drawings, Bills of Quantities and project specifications.

C2 Ability to apply specialist knowledge and provide advice to resolve problems by working with others.

C3 Ability to work productively and calmly in urgent situations.

C4 Ability to champion quality and share knowledge, experience and opinion with other team members and the wider directorate.

C5 Ability to conduct ad-hoc risk assessments applying a sound knowledge of Health and Safety Legislation.

C6 Capable of recognising trends and report on them as appropriate to senior team and take corrective action where required.

C7 Good interpersonal and communication skills with the ability to establish and maintain effective professional working relationships.

C8 Excellent IT skills with proficiency in the use of industry standards software, University applications, Microsoft Office.

C9 Excellent administration and record keeping skills.

C10 Proactive and self-motivated with the ability to work independently or as part of a cohesive team and contribute positively to team objectives.

C11 Good report writing skills with ability to produce clear and concise documents and technical reports.

 

Experience

Essential:

E1 Proven extensive experience in a similar role if no professional qualifications.

E2 Experience of working as part of a multi-disciplinary project/ construction team.

E3 Experience of producing concise reports.

E4 Experience of delivery in a high customer-focused environment.

E5 Substantial experience of the construction industry and practical site experience.

E6 Experience of making systematic and rational judgments based on relevant information.

 

Desirable:

F1 Experience of the range of trade disciplines within the Building Industry.

F2 Experience of working in a public sector organization.

 

Terms and Conditions

Salary will be Grade 7, £40,497 - £45,413 per annum.

 

This post is full time (35 hours p/w) and open ended. Relocation assistance will be provided where appropriate.
