Job Purpose

Project Sierra is aimed at delivering a best in class ERP platform to the University of Glasgow.  The key requirements of project team members are to:-

-          Work with colleagues in colleges or central services to understand best practice requirements, pain points and reporting needs in relation to existing services and current systems

-          Review processes to ensure they are fit for purpose or refine processes to ensure they meet best practice as illustrated by system providers or implementation partners

-          Challenge existing ways of working to ensure new processes or procedures can be implemented as efficiently as possible

-          Enable the creation of a future state data model by reviewing existing data, potential needs and evaluating this in conjunction with stakeholders such as academics, finance staff and professional services colleagues

-          Enable the transformation opportunity through engagement and championing new ways of working

-          Ensure seamless process integration within finance focusing process management, data integration, audit controls and reporting

 

The main duties and responsibilities of the SME Project Accountant is to work with colleagues who provide Capital, IT & Other projects and to ensure that these are appropriately reflected within new systems or processes.

 

Duties & Responsibilities

  • Module Configuration: Lead the configuration and deployment of Oracle Fusion Project Portfolio Management (PPM) Cloud, with specific focus on Project Costing, Project Asset Management, and Project Financial Control.  This will include Estates, IT and other projects.

  • Capitalisation Process: Configure and manage the full capital asset lifecycle: capital project creation, cost capture, allocation, capitalisation, and asset adjustment/retirement.

  • Functional Design: Work with the project team to develop what is required for enhancements, reports, and data integrations.

  • Requirements: Lead any follow up meetings on business requirements and assist in the production of mapping “to be” business processes to Oracle Fusion best practices.

  • Integration Support: Assist in configuring Subledger Accounting (SLA) for Projects, ensuring seamless integration between Project Costing and Purchasing, Payables, and Fixed Assets.

  • Testing & UAT: Lead system testing cycles, including Unit Testing, System Integration Testing (SIT), and User Acceptance Testing (UAT).

  • Data Migration: Assist in defining data mapping and migration strategies for project structures, budgets, and open costs.

  • Reporting: Work with the reporting team to create and maintain project financial reports to meet business requirements.

Knowledge, Qualifications, Skills and Experience 

Knowledge/Qualifications 

Essential: 

A1 Scottish Credit and Qualification Framework level 9, (Ordinary Degree, Scottish Vocational Qualification level 4) or equivalent.

A2 Membership of/ progressing with a recognised CCAB accounting professional body.

A3 Strong evidence of continuing professional development relevant to the role.

A4 Good understanding of budgeting, forecasting and strategic planning.

A5 Good working knowledge of VAT and its application in capital projects.

 

Desirable:

B1 Post-graduate qualification in a relevant discipline.

B2 Knowledge of financial governance and regulation in the HE sector.

B3 Knowledge of financial governance and administration associated with NEC3 contracts.

 

Skills 

Essential: 

C1 Excellent verbal and written communication skills with the ability to prepare and present financial management reports and commentary.

C2 Excellent interpersonal skills, able to quickly build effective working relationship at all levels, and with the confidence and capability to challenge assumptions and practices.

C3 Demonstrable customer service skills with the ability to evidence a strategic solution focused approach that is adaptable to the needs of the customer and the continued success of the department.

C4 Self-motivated with the ability to effectively plan, prioritise and organise workload in response to business needs, working effectively under pressure to ensure that competing deadlines are met.

C5 Logical and analytical thinker with astute decision-making, problem solving and conflict resolution skills.

C6 Excellent IT skills with the ability to develop and enhance computerised management systems, analyse and manipulate data and present meaningful management information using a range of industry standard and accounting software including Microsoft Excel, Word and PowerPoint.

C7 An ability to demystify complex financial concepts for non-financial colleagues.

 

Experience 

Essential:

E1 Experience in a similar or related role(s) within a large and complex financial environment with a proven track record in reporting and governance on capital project.

E2 Experience of working with non-financial managers to drive improvements in financial analysis leading to additional insight and improved decision-making.

E3 Experience of supporting the preparation of business cases with non-financial professionals.

E4 Can evidence success in influencing senior management.

E5 Demonstrable experience of presenting and explaining financial data to both financial and non­financial colleagues such that it is fully understood.

E6 Experience of successfully leading continuous financial process improvement and change with demonstrable operational and financial efficiencies delivered.

 

Desirable: 

F1 Experience of working within the finance team of a large property/FM organisation/ division.

 

Terms and Conditions

Salary will be Grade 7, £41,064 - £46,049 per annum.

 

This post is full time (35 hours p/w) and fixed term for up to 18 months from agreed the start date.
