Job description

Job Purpose
To provide professional leadership in the management of Fire, CCTV, Access Control, Intruder Alarm, BeMS, and Lift Communication systems across all University properties. Ensuring these systems are specified, installed, operated, and maintained to maximise safety, reliability, and effectiveness, with a preference for open protocol solutions. Collaborate with Zonal staff to deliver customer-focused services and apply technical expertise to support the Digital Systems Manager and Building Services team in identifying and implementing cost-effective technologies and improvements.
Main Duties and Responsibilities
1. To manage and provide sound technical advice on the a forementioned systems infrastructure and equipment replacement which aligns with the Estates Strategy and capital development programmes.
2. Specify the most appropriate solutions in the areas of University Systems, to ensure best safety performance, effectiveness, reliability, and usefulness of these systems for the University of Glasgow.
3. Inspect all equipment ensuring it is compliant with legislation and all PPM & reactive tasks are specified correctly to maximise system safety, reliability, and longevity, and to assist with input on PPM and reactive works planning, scheduling and technical support where required.
4. Provide specialist technical assistance to all members of the Contracts and technical teams, as well as stakeholders who require support on these systems.
5. Lead in the development and implementation of policy and procedures relevant to the safe operation & maintenance of the systems.
6. To lead ongoing reviews, evaluations, and performance reporting across these systems to ensure safety and the optimum efficiency is achieved.
7. To lead project managers, consultants, contractors, and other relevant stakeholders in ensuring soft landings of projects. Assist with input on relevant surveys, attend regular project briefings and training and handover sessions where appropriate. Review O & M information for quality, accuracy, and completeness. To lead on the technical steer for future projects and suggest solutions as appropriate.
8. To communicate and liaise with key stakeholders including building occupants, security staff, supervisors, contractors, skilled trades specialists and contractor representatives where required.
9. To support and contribute as appropriate on Tender exercises as required, for services associated with the systems.
10. To support and contribute as appropriate on all elements concerning Lifecycle Replacement associated with the systems.
11.To support the Framework and Contracts team, including monitoring of contractors and their workmanship, so that relevant standards are met.
12. To assist the sustainability team by advising on technical solutions available to the estates digital systems team that can support their goals and objectives.
Knowledge, Qualifications, Skills and Experience
Knowledge/Qualifications
Essential:
A1 Scottish Credit and Qualifications Framework level 9, (Ordinary Degree, Scottish Vocational Qualification level 4), or equivalent in an Engineering discipline with relevant formal training), and experience of personal development in a similar or related role(s). Or, ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary knowledge and skills in a similar or number of related roles.
A2 Strong knowledge of maintenance and legislative requirements for the relevant Building Systems within a complex commercial or similar environment.
A3 Demonstrable knowledge of Fire, Security, CCTV, Building Management and Lift systems.
A4 Significant theoretical and practical knowledge of the content and application of Health and Safety legislation in relation to the operation, installation and maintenance in relation to the associated systems.
A5 Practical understanding of associated installation work and understanding of the standards required for a compliant installation.
Desirable:
B1 Construction Skills Certification Scheme accreditation.
B2 Asbestos awareness.
B3 Knowledge of SFG20 specifications.
B4 A full current and clean UK Driving Licence.
Skills
Essential:
C1 Ability to read and comprehend details on standards for the relevant Building systems to update technical services design standards when required.
C2 Significant analytical and problem-solving capability, including high degree of accuracy and attention to detail when dealing with complex data.
C3 Proven ability to plan and prioritise a broad range of technical work to meet competing demands and assist with the delivery of safe, effective, efficient, and reliable system for the University.
C4 Proven excellent interpersonal and communication skills, including the ability to understand, conceptualise and interpret technical requirements of estates hard FM, core facilities, and various other stakeholders, and to adapt own style to meet the needs of others.
C5 Ability to work productively and calmly in urgent situations.
C6 Strong track record of and ability to work on own initiative and/or as part of a multidisciplinary team.
C7 Ability to always work safely and the ability to communicate and report on Statutory Health & Safety requirements/regulations.
C8 Strong communication and interpersonal skills with ability to write technical reports including the ability to understand, conceptualise and interpret technical requirements of Digital Systems and communicate to various stakeholders including supervisor, manager, helpdesk, zonal Facilities team and building occupiers where required.
C9 Highly proficient level of IT competency to suit the delivery of the required outputs for this role.
C10 Good understanding of GDPR in relation to the relevant systems associated with this job role.

D1 Good record keeping skills.
Experience
Essential:
E1 Significant work experience of managing relevant systems in a similar complex estate including evidence of professional development.
E2 Experience of fault finding and interrogation on the relevant systems.
E3 Experience of contributing to projects within work area or as part of a larger project team.
Desirable:
F1 Experience of using CAFM systems to schedule maintenance tasks, update and upload reports on planned maintenance activities.
F2 Experience of using Trend and Distech BMS systems.
Terms and Conditions
Salary will be Grade 7, £41,064 - £46,049 per annum.
This post is full time (35 hours p/w) and fixed term for up to 12 months from agreed start date.
