Job description

Job Purpose
This role is to support the Treasury Manager in the management and leadership of the Treasury Function in ensuring the delivery of service excellence to both internal and external customers, whilst delivering exceptional value to enable the University to meet its strategic goals and remain financially sustainable.
This role will also be a key contributor to driving forward and embedding a programme of process improvement by challenging the status quo of existing Treasury processes and procedures.
Main Duties and Responsibilities
1. Manage the University’s banking function
Build and manage relationships with the University’s operational banking institutions and act as the key point of contact for all operational matters
Responsible for the administration of the Group’s banking relationships, ensuring mandates are kept up to date, KYC requests are responded to on time, accounts are opened and closed ensuring compliance with Treasury Policy and apply expertise to ensure online banking is administered in accordance with best practice
Act as a signatory on the University and subsidiary bank mandates and as an authorised approver for electronic banking, ensuring daily payments are approved on time
2. Management of treasury activities
Responsible for the service delivery of the treasury function, ensuring compliance with the University’s treasury management policy, including:
Management of cash balances and liquidity to ensure adequate cash is available to meet operational needs. Maximise the returns on cash balances by investing cash in accordance with the Treasury Policy
Responsible for the annual review and sign off, of the Treasury Control Framework and standard operations procedural documentation ensuring it remains fit for purpose
3. Manage and develop operational banking processes
Responsible for developing and managing operational banking:
Evaluate existing processes and controls. Identify, implement, and evaluate improvements across the function in order to improve efficiency and a best practice control environment
Develop and lead on communication channels between the Treasury function and other key finance teams such as accounts receivable, accounts payables and college finance teams, in order to more effectively service the university
Ensure all bank account reconciliations are completed by the team in a timely manner and that reconciling items are followed up and brought to resolution
4 Lead and manage the Treasury team
Lead, motivate and develop team members:
Plan and manage team activity in the short, medium and long term, ensuring activity and plans align to the Finance Strategy
Responsible for developing the skills and capabilities of the team through effective recruiting, coaching, training and mentoring, working closely with the Treasury Manager to build robust succession plans
Role modelling and embedding the university values in the team, creating a positive, efficient and effective team culture, focused on continuous improvement and delivering for our stakeholders
5. Treasury reporting and policy updates:
Responsible for Treasury reporting requirements:
Prepare monthly reports for senior management, and quarterly input to Finance Committee Papers, including insight, analysis and commentary
Responsible for robust metrics reporting to the Finance Leadership Team including insight, analysis and commentary
6. University Endowment Investments
Ensure that the monthly accounting reconciliation and reporting requirements for the University’s Endowment Investments is timely and accurate for the Investment Advisory committee and Finance committee, liaising with Fund managers and custodians as required
7. Compliance with obligations under borrowing agreements
Preparation of Financial Covenant requirements
8. Other responsibilities
Responsible for responding to internal and external audits
Applying financial expertise and experience, contribute to the University’s new ERP system implementation as regards cash management and treasury activities with advice, guidance on best practice and policy
Other activities as may be reasonably required by line management
Knowledge, Qualifications, Skills and Experience
Knowledge/Qualifications
Essential:
A1 Either: Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles. Or, Scottish Credit and Qualification Framework level 9, 10 or 11 (Ordinary/Honours Degree) or equivalent.
A2 Professionally qualified with a relevant professional accounting qualification (CA, ACCA, or CIMA).
A3 Excellent working knowledge of Microsoft Excel, Word and PowerPoint.
Desirable:
B1 Treasury qualifications or experience.

C2 Ability to prioritise, manage the workload of self and others to deliver to tight deadlines and manage competing demands from various stakeholders.
C3 Ability to identify process and control weaknesses, influence, make recommendations and implement solutions to resolve these areas.

C7 Resilient and able to effectively deal with ambiguity and able to maintain momentum in the face of obstacles/setbacks.
C8 Advanced skills in the use of Microsoft packages such as Excel, Word, Visio, PowerPoint; and accounting software packages.
C9 Strong attention to detail.
C10 Proven ability to deliver against a programme of continuous process improvement.
C11 Strong leadership and management skills with ability to motivate and develop high performing teams.
Experience
Essential:
E1 Significant experience of working in a fast paced, deadline driven environment at a management or professional level.
E2 Experience of building strong, effective and credible working relationships with peers and senior leaders.
E3 Experience of implement and delivering process improvement.
E4 Experience of managing and developing a team.
E5 Significant experience of audit, financial accounting or financial controls.
Desirable:
F1 Experience of presenting and explaining financial and other data to both financial and non-financial colleagues.
F2 Experience of working within a large complex organisation.
Terms and Conditions
Salary will be Grade 8, £50,253 - £58,225 per annum.
This post is full time (35 hours p/w) and fixed term for up to 2 years.
